The ministers, who infrequently convene outside the boundaries of the EU, are meeting now amid worries that US support for the conflict may be waning and after a pro-Russian populist party got the most votes in a Slovakian election on Saturday.

Josep Borrell, the head of the EU’s diplomatic mission, spoke before the summit but avoided bringing up either topic. Instead, he emphasized the value of European unity.

Representatives from the national security community have twice reviewed Zelenskiy’s 10-point peace plan in the past year, but not at this level.

After a temporary bill was passed on Saturday, Joe Biden committed to support Ukraine. To prevent a US government shutdown, the law extended funding for 45 days, but it left out funding for Kyiv.
