With Congress in disarray, Biden meets with EU leaders

President Joe Biden must assure European Union leaders on Friday that despite the dysfunctional Congress, the US can fulfill its pledge to provide tens of billions of dollars in aid to Israel and Ukraine throughout the war.

The Oval Office meeting is taking place at a time when the political unrest in the United States could further destabilize a tumultuous world. A lot of Biden’s common goals with the EU rely on Congress passing a budget, which is a difficult process considering the House does not have an elected leader and disagreements with some Republican members about funding to Ukraine may result in a federal government shutdown in November.

Biden meets with EU leaders

U.S. and EU leaders are figuring out how to handle climate change, economic competitiveness with China, trade and tax difficulties, as well as Ukraine’s efforts to fend off Russia and the aftermath of Hamas’ attack on Israel.

The president of the European Council, Charles Michel, thanked Biden for his leadership and his steadfast determination to prove that this support was warranted and expressed confidence in his resolve to arm and financially support Ukraine.

As they negotiate Russia‘s war in Ukraine and the conflict between Israel and Hamas, the US and EU remain united in their commitment to democratic principles. In addition to highlighting the significance of abiding by international law during armed operations, they have presented their support for Israel as a manifestation of common democratic principles.

Nonetheless, elections have the power to alter foreign policy agreements, and domestic conflicts of interest can eclipse diplomatic efforts. Trade, economic issues, and the incentives for switching to renewable energy sources remain points of contention between the two partners.

To escape tariffs put in place under Donald Trump‘s administration, the EU and the US still need to agree on environmentally friendly steel and aluminum manufacturing.

Federico Steinberg, a visiting fellow at the Center for Strategic and International Studies, described Biden’s incentives for Europe to move away from fossil fuels as “a little bit uncomfortable.”

While the EU supports American attempts to “accelerate the green transition,” several of Biden’s policies are discriminatory against trading partners, have a protectionist bent, and threaten the WTO system, which the EU wants to see strengthened. As for the United States and the European Union, their statements and policy decisions are centered on the major issues of war and solidarity.
