Joly will meet with Enrique A. Manalo, the secretary of foreign affairs, and other cabinet members during his May 18–21 visit to Manila, “to discuss regional security and stability and the maintenance of a rules-based international order.”
The Indo-Pacific Strategy of Canada, which includes devoting 2.3 billion Canadian dollars (about US$1.7 billion) over the following five years to the strategy aimed at reducing dangers posed by China, is also on the agenda.

Prime Minister Justin Trudeau‘s administration previously stated that its strategy is based on five main pillars: promoting peace and security, including by dispatching a warship to the area; boosting trade and investment; boosting “feminist international assistance;” funding sustainable infrastructure; and expanding its diplomatic presence.
To better understand the issues affecting the Philippines and the region, Joly will also interact with academics, non-governmental organisations, civil society leaders, and members of the Philippine government.

From May 15 to 17, 2023, Joly will visit Seoul, Republic of Korea (Korea), prior to her trip to Manila in order to “jointly advance both countries’ economic prosperity and security cooperation.”
