In a bold step toward redefining public sector efficiency, the United Arab Emirates has launched a new strategic planning cycle emphasizing artificial intelligence as a core driver.

Spearheaded by His Highness Sheikh Mohammed bin Rashid Al Maktoum, this strategic framework calls for enhanced collaboration between federal ministries, finance departments, and strategy units.

Reimagining Government: UAE’s AI-Driven Vision for 2031

The new planning cycle engages 38 federal entities across various sectors, marking one of the UAE’s most inclusive governance efforts to date. These entities are tasked with aligning departmental strategies to a central AI-integrated vision that promotes flexibility and innovation. From healthcare to infrastructure, each sector will incorporate data modeling to anticipate challenges and craft timely responses.

Workshops led by the Prime Minister’s Office are already underway, equipping strategy leaders with tools in future forecasting and strategic intelligence. These sessions highlight the importance of unifying finance and strategy to ensure that budgets support outcome-oriented goals. The workshops also showcased national strategies recently launched, such as cybersecurity and investment policies, which serve as templates for future planning.

The shift to AI-led planning is more than a digital upgrade; it’s a cultural change in governance. Where traditional models favored rigid processes, the UAE now embraces fluid, responsive frameworks designed to deliver real-time value to citizens. Reducing administrative complexity is central to this model, freeing agencies to prioritize delivery over documentation.

These benchmarks will guide ministries in adjusting initiatives in line with emerging trends, allowing for continuous improvement.
